Default Text file encoding for viewing on J3

I enjoy reading ebooks as text files on the J3. I have found that text files saved using ANSI encoding (which is the default setting in my version of Notepad) are missing a number of crucial characters, such as ' " - _ when viewed on the J3.

However, when the same text files are saved using Unicode encoding, all these characters display correctly.

Has anyone else noticed this? I thought that ANSI encoding was meant to display all characters used in Western European languages, and that Unicode encoding was only necessary when displaying characters from a broader range of languages.
