When you have added videos to the list, you have to change the resolution for each one separately. Select a video, open 'video' (in the top menubar) > 'Resolution/Aspect' and then select 480 as width. The height will adjust automatically, so you don't have to change anything else. Close the window and continue with the next video until you have changed the resolution for all of them. Then click 'Encode'.

I am trying to find the video and audio encoding as you describe above. I cannot find J3 x264 Q21 Custom in the video encoding section. All I see are X264 with Q21 or Q22 with "insane film, animation etc.

The same applies to audio encoding. I cannot find J3 AAC-LC VBR Custom. I see VBR 128K, 192K and many others.
