Default Quick conversion question

Do you lose quality from converting a 192 kps mp3 to say... 128 kps or lower OGG file?

Yes...

The question you have to answer yourself though is whether you will notice/hear that loss of information.

If you don't rip from a lossless file, you will always lose quality.
