I was just wondering if anybody could give me some help on how to make an animated avatar.

Those are animated .GIFs. You can create them with Adobe ImageReady, Macromedia Fireworks and similar web-specific graphic apps.
There are other (cheap) special gif-animation apps, like Ulead GIF Animator, but I don't know anything about them.

Animated crap on web forums is extremely annoying if you happen to be reading it with a computer that doesn’t cancel the animations, such as on public internet terminals. There’s no good reason to have animated avatars or even animated webpages. All it does is distract the reader and piss them off.

I might not actually do this, I am just trying to pursue my options.
I just had a clip of baseball from the 2004 ALCS, and I was thinking about doing the .gif.

woah woah woah, do you mean cheap as in terrible or cheap as in price?
Cheap in price, compared to the products by Adobe and Macromedia.
As I've written before, I don't know about the quality of the Ulead GIF animator. I'm using the Adobe/Macromedia apps.
