I was just wondering what the best possible video quality I can get out of a regular dvd that can be played on the a3 (in terms of file extension and video resolution). What programs can get me such a file? Thanks.

Uh... rip the VOB? The A3 (AFAIK), can play them. I use mplayer under Linux and can rip the entire DVD to a single mpeg2 (instead of multiple VOB files).

But I don't own an A3. My Archos plays mpeg2 rips ok.

There are plethora of programs and you can search these forums. Look for DVD ripping and such.

If it's a regular DVD, just use AutoGK, use Xvid with auto resolution (720width). If it's a fullscreen 4:3 movie, set the resolution to 640 width. I find xvid with target quality between 70 and 75 to be great for all sort of videos for a 1-pass encoding.
